6.5.2 Cylinders stored outdoors for commercial or industrial use
or sale
6.5.2.6.1 Propane cylinder exchange for resale
Facilities operating cylinder exchange stations for propane that are accessible to the
public shall comply with the following requirements:

   k) Protection of cylinders for resale shall be in accordance with Clause 6.5.4.2(b)
      however, protection shall not be required for 30 lb (13.6 kg) cylinders provided
      they are in cabinets as noted in Clause 6.5.2.6.1(a).

Rationale: The intent of 6.5.2.6.1(k) is to include acceptance of 30lb cylinders.



6.5.2.6.3 Cylinder exchange approval and permit requirement
The installation of retail storage cages, or automated cylinder exchange machines, shall
not commence until an application with a site plan is submitted to the Chief Gas
Inspector for approval. All installations are to be reported on a gas permit.



6.5.2.6.3.1 Cylinder exchange cabinet base
Retail propane cylinder exchange cabinets, and automated cylinder exchange machines
shall have their base on a ﬁrm level footing; and shall be securely anchored in an upright
position.

6.5.2.6.3.2 Cylinder exchange cabinet signage
At all retail propane cylinder exchange cabinets, and automated cylinder exchange
machines, a sign shall be prominently displayed and be worded as follows:
“TRANSPORT CYLINDERS SECURED IN AN UPRIGHT POSITION IN A VENTILATED
SPACE” in red lettering that is a minimum of 1 inch (25 mm) high on a white
background.



Rationale: The intent of 6.5.2.6.3, 6.5.2.6.3.1, and 6.5.2.6.3.2 is to ensure site plans are
submitted for approval and establish acceptable means of installing a cylinder exchange
machine in the province.




7 Tank systems, ﬁlling plants, and reﬁll centres
7.1.7 Diked area
7.1.7.1 Oilﬁeld installation
Clause 7.1.7 is not applicable to the diked area created by a dike constructed around the
perimeter of an oilﬁeld lease site.



7.1.8 Allowable tank-to-tank location
7.1.8.1 Oilﬁeld tank position
On an oilﬁeld lease site, the propane tank may be positioned in any orientation along the
ﬂow line from the wellhead to the oil tank as long as the position does not create a
vehicular hazard.



7.1.8.2 Oilﬁeld tank clearance to secondary liquid tank
On an oilﬁeld lease site, the propane tank may be adjacent to the secondary liquid tank
containment system provided the clearances speciﬁed in CAN/CSA B149.2:25 Clause
7.1.8 and Table 7.4 are met, as well as Clause 7.10.3 in this document.

7.10 Location of consumer tanks
7.10.3 Oilﬁeld tank clearance to an unoccupied building
Notwithstanding the requirements in Clause 7.10.2,

   c) on an oilﬁeld lease with a tank capacity over 1000 USWG (3800 L) the clearance
      can be reduced to 10 ft (3 m) from the wall of an unoccupied building.



7.10.5 Oilﬁeld tank clearance to wellhead
A tank located on an oilﬁeld lease site shall have not less than 25 ft (7.5 m) of
separation between the propane tank and the wellhead.

Rationale: The intent of 7.1.7.1, 7.1.8.1, 7.1.8.2, 7.10.3, and 7.10.5 is to provide acceptable
means for propane tank installations located on oilﬁeld lease sites.




7.11 Tank supports
7.11.2 Horizontal tank with a capacity of 2000 USWG (7500 L) or less
A horizontal tank with a capacity of 2000 USWG (7500 L) or less shall

   e) or, at wellhead sites only, be mounted on two propane tank supports consisting
      of 3” x 12” rough cut lumber (approximately 10 feet in length) which are then
      covered with a minimum of 2” gravel.

Rationale: The intent of 7.11.2 is to provide acceptable means and measurements for
propane tanks located on oilﬁeld lease sites.

7.12 Filling plants and reﬁll centres
7.12.15 Approval and permit requirement
The installation of all new and relocated propane ﬁlling plants (including bulk plants
over 5000 USWG) shall not proceed until site plans are submitted to Gas Inspections
and approved to proceed. All installations are to be reported on a gas permit. This
includes a ﬁlling plant where propane is not for resale (for owner use only).

Rationale: The intent of 7.12.15 is to clarify requirements for permitting and plan review of
ﬁlling and bulk plants prior to work commencing.
